<National Report>Food stamp recipients in Wisconsin may soon have the option of adding an unusual protein source to their diets. Governor Scott Walker announced plans today to implement a meat supplement program that will repurpose the state’s road kill into meals for those on food stamps. The program is being called the “Pavement to Plate Dietary Assistance Program”. The program is slated to be implemented for voluntary enrollment this summer, with plans for it to become the primary source of meat for food stamp recipients by 2015. As part of the program, overall food stamp benefits will be cut by 10%. Five percent of that reduction will be reinvested to pay for the collection and processing of the automotively harvested animals.
The proposed plan is being touted for its economic and environmental efficiency, as well as its ability to create jobs. With the savings obtained from cutting food stamp benefits, the state will hire collection crews that will scour the state’s highways for fresh roadkill. The animals will be collected in specially equipped refrigeration trucks, and transported to a meat processing facility that is being built at the Okhall Correctional Institute in Oregan WI. Inmates at the correctional facility will process the carcasses, primarily for ground chuck, hot dogs, and (of course) brats. The meat products will then be shipped to distribution points where food stamp recipients can purchase them.
Food stamp recipient Tonya Frindle is not convinced that the change will be good, but is trying to keep an open mind:
“I am awfully partial to my roast turkey slices, but if I can get a lot more meat for the same price, I guess I’ll try it. It’s hard to feed my family on what we get now, so if the amount of meat we get increases, I’d be real happy. It don’t [sic] matter much to me where it comes from, a brat’s a brat at the end of the day.”
Governor Walker had nothing but praise for his proposed plan. In prepared comments regarding it, he offered the following:
“I am really proud of what we can achieve with this kind of thinking. We are able to utilize the bounty and natural resources of our great state to reduce the burden of poverty without increasing the burden on our job creators. Since announcing this plan, I have had several food stamp recipients come up to me and thank me for what we are doing. They are so glad that their burden on the state is being reduced.”
Collection crews are on schedule to begin operating next month, and the program should be fully operational by summer.

Rj i have to agree with you…i am a walmart employee and if they paid up more and stopped the profit shares…then maybe we wouldnt need the states help. But now think of this..a single mother starting over, has children to support, working at Wal-Mart now you add in rent, food, utilities, gas in vehicle, child care if needed. Some of us have jobs and doing the best we can do. So to take 5% away from me to be in this program forget it! Thank you as I’m a divorced single mom of 3 who has to go to court to fight for child support and YES I do work and still can’t make it trying to support my children. I was left to take care of the kids while he left. I didn’t look at supporting and raising my children as an option.

It was not meant to become a permanent solution. There is plenty of opportunity out in the world. There are government programs that aim to better people, like Financial Aid. At least those programs are investing money for people to grow. Welfare is useless. NOT everyone whom is a recipient of food stamps is on Welfare. If welfare is ended, then the minimum wage needs to increase so that people may be self sufficient. Secondly, I have known people with Masters Degrees whom have had the misfortune of losing their job and have had to rely temporarily on government assistance. I am a tax payer and have been fortunate to not have to rely on government assistance, but I have no qualms about helping the unfortunate.
You have no idea why someone is on food stamps. Some do have a job but does not make a lot of money and qualify for the food share program. Don’t judge those until you are walking in their shoe you idiot!

I happen to know many families that have two or more jobs and still fall below the poverty limit and quilify for food stamps and get them to help make sure their families are fed and have a roof over their heads….so they are actively paying into the system at the same time benefiting from it. I agree that some people are abusing the system and should do better to obtain gainful employment. I also understand that some people work at places that do not pay them enough and need the additional assistance.
Is the answer for them to get a job or to get a better job? In many cases, it is. However, there are some legitimate cases where there is a real need and there is no intent for abuse.
I personally had a need at one point…I went through a divorce after 10 years of marriage, but I had a job. I actually had a decent job; however, assistance was desired to carry me through the transition.
I am an African American mother of two, with two degrees, and I am working towards my third. I work honest, hard, and committed. However, if the services I did receive during my transition time were not available, I would have been homeless. You see, after 10 years of marriage and two children later, the decision I had to make was a decision of moving or purchasing food. Although I was very successful person, I had to be willing to lay down all of the pride I previously held, and ask the State to assist me for a season.
Now the key to my situation is the fact that I only planned to use the system as a temporary means of financial supplement and my drive for a life without the limitations placed on recipients receiving State aid pushed me to uses the system for a short period.
Are there others who were in similar situations when they requested State aid but don’t have the same drive as I have, possibly???
The problem to receiving help from anyone is that if the recipient begins to depend on that help as a final means to a challenging situation, it becomes harder to live life without that extra help…just my opinion.
The meat from deer and turkey taken from animals killed by cars can feed families and should be offered to those who want it. I do not think it should replace all protein options for those using the food share programs. Cutting benefits by 5% is one way to cut costs, but why not look at what foods can be purchased with these funds? Soda, chips, candy, and other unhealthy choices should be exempt for purchase on the food share program. Another note to consider… not all recipients are abusing the system and there are many children on this program.. I have no issue with my tax money going to feed them.

Cutting unhealthy stuff from food share? Then you might as well cut pretty much everything, TV Dinners, frozen pizzas, breads or pasta (bad for diabetics), anything that has preservatives. I am just curious to what kind of testing this meat will have? What about people that put chemicals out to stop coons, possums, etc. I am not opposed to the idea but how cost effective will it actually be when all the meat needs to be tested for any harmful diseases, contagions or chemicals?

To those saying that people on food stamps should get better jobs… I am a college graduate who cannot find work with a living wage, this is not due to lack of effort I send out at least 10 resumes a day and I have had only part time low wage work for about two years now. I am unable to pay my student loans. I have two step kids and my husband is also working but not able to find full time work either. We have been on food stamps for about a year and a half now. I agree with the comment above about this being dehumanizing, and unsanitary. These road kill animals begin decomposing, how long till a truck can reach them? Undoubtedly not quick enough. In addition, what about those of us who don’t eat meat? My husband and I do not eat meat, the kids do occasionally we however, would never consider this program.

So, am I less than you because I lost my job? NO!! MY CHILDREN DONT DESRVE TO BE TREATED LIKE SCUM AND OFFERED FREAKIN ROAD KILL. We avoid raccoons, opossums, and skunks when taking out our trash. Obviouslly they eat trash and are filthy animals like pigs. I want to cook a coon and force feed it to any of you on board with this because you wont willingly eat it. I had a good career as a behavioral therapist. When my job was cut, slowly I was unable to pay bills and my student loans. My credit score took a dump. It went from 702, to 530…employers use credit scores to judge a candidates character. Thus, making it very difficult to find decent employment. I am working but am only working part time and only for minimum wage. I was even turned down for a $10/hr job at an office supply store. The manager wanted to hire me, they offered me a position. Corporate sent me a letter, recinding the offer based on my creidt. The system is broken, and road kill is NOT the answer! How do you know the animal you are buying in the grocery store was healthy before slaughter?
because when you buy meat in the store it must go through inspection. The road kill will be taken to slaughter houses and butchered. Doesn’t mention anything about it being FDA
So it’s inspected. Do you have any idea what can be in your meat, how sick the animal can be, or what hormones it can be given and pass inspection? I wouldn’t EVER feed my children meat from a grocery store! A butcher can’t process rotting meat, at least you would know roadkill is natural. It would be much healthier that’s for SURE!

I see the complaints because of all the people that are using the food stamp program. I wonder why we don’t hold the store owners responsible for the items they sell? After all, they are the ones collecting the tax payer’s money for reimbursement of those stamps. It is done with the WIC program. I also wonder why the junk food items are allowed to be bought, there should be restrictions. I can understand the anger out there about abuse of the program, but people truly need it because of jobs that won’t pay enough for a poor person to survive unless they have 3 jobs and no rights on that job. Working for over 12 hours a day to survive and then be called lousy parents because they can’t spend time with their children. Ummm…not everyone is intelligent enough to get “degrees”, there are plenty of normal people in our society that can’t get a degree, they should not be looked down upon.

I was a single mother of 2 girls and also worked 3 different jobs, bartending, teachers aide and PCA and I did not need food stamps. I understand some people do fir disability purposes, single parenting etc. Many people needing help aren’t the problem it’s the 10% of addicts, prostitutes! low life’s that don’t want to work that kill the welfare system. I worked in the system for many years and have seen first hand the abuse that is there. My own family members, cousins and aunts have used the system for years while still drinking a1.75 liter of liquor and smoking 2 packs a day. That’s not including the food stamps they traded for cash to buy drugs. It’s an embarrassment for the people who need it. My family and I have picked up road kill our selves typically deer if it’s just been hit, processed it our selves and we eat it. Bear also. Why waste a good meal. We hunt also and don’t see any reason to waste what god has given us, we also plant a garden every year. I don’t see any problem with the road kill option, it saves money and puts food on the table. No where does it say that the only options are opossum, rabbit, rats etc. people should learn to appreciate having their needs met on another’s dollar.
I have my bachelor’s degree in business. I worked 3 jobs, raised 4 kids. I couldn’t get a job in the field I studied in. We had footstamps. After the kIds grew up and moved onto their own lives I continued working two of the three jobs without footstamps. One (1) year later I was seriously injured on the job. Can no longer work and receive footstamps again. I have NEVER purchased junk food or sodas etc on the footstamps. I also have never bought steak and lobster. Still don’t. I’m not a vegetarian I eat meat. I’m also not opposed to eating things like rabbit, squirrel, venison etc. If it’s freshly killed. I am appalled at the thought of anyone eating a piece of meat that is hours old festering away in the heat. I’m not gay/lesbian, I’m not lazy. I worked very hard raised my kids alone received footstamps. Taught my kIds to work hard. To get degrees in fields that actually pay decent wages. People need to get off their high horses on both ends of this topic. Foodstamp recipients need to shop better. Stay away from crap garbage food, processed foods etc. BUY chicken and make bread crumbs. Make your own nuggets. Use ground turkey or Chicken in foods like spaghetti and chili, mix half beef and half turkey top make meatloaf and burgers. MAKE YOUR OWN versions of processed foods. You’ll have better knowledge in what you putin your body. Flour water and salt, cheap! Use a rolling pin and knife to make your own pasta. Bread can be made. Crusts for homemade pot pies. You Get it I’m sure. For non Foodstamp recipients stop assuming that every family who gets them are like the abuser you see in front of you in the stores. The one you see in front of you isn’t the same as the 100s who come in behind you. This country is so full of hate that no one stops to think educate or help one another. This mentality is destroying America

This is absolutely horrible! I am a recipient of food share and I feel this is worst treatment than our criminals! I work full time as a day care teacher plus am a single mother to 3 children. I usually keep my mouth shut when ignorant people assume that all people on food stamps don’t work however today you all have crossed a line.
I can’t believe this! I was born and raised in Milwaukee and watched the trend shift when the economy went under. However, impoverished are always 1st to suffer. Nor because they are under under educated or lazy but because the unfair employment and inequality. Educated victims are food stamp recipients as well.

I’ve watched my city greed become this result. Condominiums, rebuilding of the stadium, Marquette interchange, downtown to create the city to be more attractive to tourists. And ladies….there’s like a gazillion forms of birth control out there….free at any family planning….there is no reason for unwanted pregnancies. instead of educating these ladies on how to live off the system…maybe these ladies should have to prove they can support these babies before they leave the hospital….or they go up for adoption to families that can!!!

Here’s the reality, there isn’t much food left, there is plenty of complaints about the source of food but the woman cited in this article saying more meat for the money is better than barely getting enough to feed her family, is right. I work a million hours and I have suffered through breast cancer and kidney stones and I still find a way to provide food for my family. Half of you are protecting yourselves from something you haven’t even tried and the other half is critising and saying “get a job”. Rich, poor or middle classed; we are all suffering and trying to make ends meet and I have seen on numerous occasions people on welfare who are buying lobsters and steaks I cannot afford to buy. There was a time when I needed help and throughout the whole process, I had to suffer through work programs that required me to interview for a job every other week. I am not sure what plan this governor has in mind but before you make a stance to reject it and not eat, give it a chance. If you are on welfare and you are a vegetarian, you need to work more hours. I don’t think being a picky eater goes well with eating free. If that makes me an idiot than I could care less that’s just reality.

In all likelihood, the only type of animal that would make it to the plate of anyone on food stamps is whitetail deer (which is much healthier than beef). Every time a deer hit occurs in Wisconsin, the accident is supposed to be called in and verified by a police officer. This means it’s not like the animal will be baking in the sun rotting all day. If you still think the idea is gross and you eat meat, why don’t you do some soul searching and investigate into how commercialized meats are made and distributed. Scott Walker is an idiot but this initiative actually makes sense. Woods to table is a great idea, besides do you have any idea how much venison in the store costs per pound? Tres riche!
